Answers to the questions raised during the info session on 26 January 2024:
Q1: Is the template already available to download online?
A1: All the submission forms are provided on the Funding and Tender Opportunities Portal.
Q2: Can a subcontractor be pre-selected (with proper justification), identified/named, and their cost fully budgeted at the proposal stage so they can begin work as soon as the project begins? Or is there a requirement that the project applicant/coordinator issues a tender for any envisioned subcontracting once the project begins (i.e. no subcontractor can be per-selected by the applicant at proposal stage)? Are there other documents we can look at regarding subcontracting procedures?
A2: According to the Model Grant Agreement, subcontracting activities must be awarded using the beneficiary’s usual purchasing practices — provided these ensure subcontracts with best value for money (or if appropriate the lowest price) and that there is no conflict of interests (see Article 12). This means private entities must carry out an appropriate market research to prove best value for money, and public bodies must comply with public procurement rules. Even if the subcontractor is selected before the grant is awarded, the selection procedure must ensure no conflict of interest, best value for money or lowest price through direct comparisons between offers. For more information please refer to art. 6.2.B of the Model Grant Agreement.
Q3: The call text states the eligibility of for-profit organizations with a footnote: "Profit-making entities must be part of a consortium where there are public authorities as partners too" (page 25/26). Does that mean profit-making entities cannot be part of a consortium without public authorities, but there can be consortia with public authorities without profit-making entities?
A3: Yes, that is correct. There are no restrictions in that regard for public authorities.
Q4: Should a project addressing the protection against threats posed by non-cooperative drones tackle both objectives?
A4: Proposals can tackle both objectives if there is the requested expertise and both objectives are sufficiently covered.
Q5: As it is stated in the Call Document, there are two options for the equipment costs: depreciation + full cost for listed equipment. Is it possible to get full costs for the equipment in the project within the priority “Protection against threats posed by non-cooperative drones”, if there is not a list of equipment included under this particular priority?
A5: As stated in the call text under “Budget categories and cost eligibility rules”, full reimbursement of equipment costs is allowed for listed equipment. This applies to all topics including non-cooperative drones, therefore, proposals expecting to receive full reimbursement of equipment costs must list their equipment items needed for their action.

The European Commission, Directorate-General Migration and Home Affairs will organise on 26 January 2024 at 9.30 an online information session on the Call for proposals on Protection of Public Spaces (ISF-2024-TF2-AG-PROTECT) and the call for proposals on Organised Crime (ISF-2023-TF2-AG-OC).
The event will take place via Webex, will last for approximately 2.5 hours and will give more information about both call priorities as well as the legal and administrative aspects relevant for the application process. The agenda is as follows:
