Description

Scope:
  • Detailed descriptions can be found in the ECS SRIA 2023

  • Aspects of ECS value chain integration are important for the KDT programme and the whole European ECS sector, across applications and across capabilities. Consortia are encouraged to submit proposals that take this aspect into account.

  • Proposals that cut across disciplines, support platform building, interoperability, establishment of open standards are particularly encouraged; even outside the regular ECS sector.

  • Proposals shall encourage SMEs to participate in the developments, in particular paying attention to the needs of SMEs, involve SMEs in project execution, and develop solutions that can be taken up and/or exploited by SMEs

  • Proposals shall attempt to establish links with other projects and consortia from the Horizon Europe family (within cluster 4 or in other clusters) working on topics related to the proposal.

  • Note that National priorities may be applicable to specific topics (refer to Annex 4 “COUNTRY SPECIFIC ELIGIBILITY RULES” ).

1. Admissibility conditions: are described in the KDT JU Work Programme 2023

The page limit of the application is as follows:

The page limit for the chapter on EXCELLENCE is 60 pages in PO and FPP

The page limit for the chapter on IMPACT is  is 60 pages in PO and 100 pages in FPP

The page limit for the chapter on IMPLEMENTATION is 60 pages in PO and 100 pages in FPP 

The application of those page limits (font size etc) is further described in the Guide for Applicants.  The selected proposals maybe required to submit further information regarding the IMPLEMENTATION after selection.

Proposals with more pages are admissible and will be evaluated but the pages in excess of those maxima will not be considered for the evaluation.

 

 

2. Eligible countries: described in Annex 1 (EU funding) and Annex 4 (National/Regional funding) of the KDT JU Work Programme 2023

3. Other eligibility conditions: described in Annex 1, Call/Topic Description and Annex 4 (specific National/ Regional Funding eligibility conditions) of the KDT JU Work Programme 2023

Consortium size limit: the maximum size is 50 participants.
Maximum EU contribution per project: the EU contribution per project is capped at 12M€
Maximum EU contribution per participant in a project is limited to 40% of the total EU funding for the project.
 

4. Financial and operational capacity and exclusion: described in Annex 1 of the KDT JU Work Programme 2023 

Award criteria, scoring and thresholds The following additions to the general award criteria apply:

The scores will be given with a resolution of one decimal

The overall threshold, applying to the sum of the three individual scores, will be 11

To determine the ranking the score for "Implementation" will be given a weight of 0.7

In line with the Rules for Participation of Horizon Europe and the KDT JU Model Grant Agreement, participants are required to conclude a consortium agreement.

Information for Participants from Hungaria to the Calls 2023:

General rule

The Council has adopted a Regulation in December 2022 on measures for the protection of the Union budget against breaches of the principles of the rule of law in Hungary: Council Decision 2022/2506.

Hungarian entities concerned by the Council Implementing Decision (EU) 2022/2506 can continue to apply to calls for proposals after the 16 December 2022.  

For successfully evaluated proposals, if these measures are not lifted at the time of the grant agreement signature, (following the procedure set out by Article 7 of Regulation 2020/2092), the concerned Hungarian entities would be found ineligible to receive Union funding.

In that respect, these Hungarian entities could still participate without receiving EU funding, as associated partner, if allowed by the call conditions.

Entities concerned 

Only public interest trusts established on the basis of the Hungarian Act IX of 2021 and entities maintained by them are concerned by the Council measures.All other Hungarian entities not affected by the measures can continue to apply and receive funding as beneficiaries.
