Description
Creation and operation of National Contact Points in EaSI participating countries not covered following the 1st call for proposals under the 2021 work programme to promote the EaSI strand and its projects/results. Thus, this call will support all activities under EaSI and indirectly the implementation of all ESPR principles.
Scope:Support to the creation and operation of contact points within the EUMS and other participating countries not covered by the 1st call for proposals to
a) Provide information material
b) Assist in sharing EaSI results
c) Promote results for upscaling/mainstreaming
d) Provide first line assistance to applicants
e) Forward complex questions to the EC, translate and forward the EC replies to stakeholders
f) Create/update national EaSI webpage
g) Run and take part in information sessions/ workshops/ annual conferenceoptional: run or take part in jobshadowing and/or translations
Eligibility & Conditions
Conditions
1. Eligible countries: as described in the Call document.
• EU Member States (and their overseas countries and territories) ;
• EEA countries, in accordance with the EEA Agreement;
• EU acceding countries, candidate countries and potential candidate countries, in line with the agreements concluded with them.
• Third countries having signed an agreement to participate in the strand or a third country listed in the EaSI work programme if necessary for the achievement of the objectives of an action( list-3rd-country-participation_esf-socpl_en.pdf (europa.eu).
Do note that for certain calls only EU Member States and EEA countries are eligible
2. Eligibility and admissibility conditions: as described in the Call document.
Applications must be submitted before the call deadline and electronically via the Funding & Tenders Portal Electronic Submission System. Paper submissions are NOT possible.
Applications (including annexes and supporting documents) must be submitted using the forms provided inside the Submission System.
Applications must be complete and contain:
- Application Form (Part A)
- Application Form (Part B)
- Annexes and supporting documents (to be uploaded as PDF files).
At proposal submission, the lead applicant will have to confirm that it has the mandate to act for all applicants; that the information in the application is correct and complete and that the participants comply with the conditions for receiving EU funding (especially eligibility, financial and operational capacity, exclusion, etc). Before signing the grant, each beneficiaries and affiliated entities will have to confirm this again by signing a declaration of honour (DoH).
Applications must be readable, accessible and printable, not exceeding 30 pages.
3. Evaluation - More details in the Call document
· Relevance: clarity and consistency of project, objectives and planning; extent to which they match the themes and priorities and objectives of the call; impact/interest for the country concerned (maximum 40 points).
· Quality - Project design and implementation: technical quality; logical links between the identified problems, needs and solutions proposed (logical frame concept); methodology for implementing the project (concept and methodology, management, procedures, timetable, risks and risk management, monitoring and evaluation, communication); feasibility of the project within the proposed time frame; best value for money) (maximum 20 points).
· Quality - Project team and cooperation arrangements: quality of the consortium, if applicable, and project team; appropriate procedures and problem[1]solving mechanisms; engagement with stakeholders, (co)beneficiaries, (potential) applicants (maximum 20 points).
· Impact: ambition and expected long-term impact of results on target groups/general public; appropriate dissemination strategy for ensuring sustainability and long-term impact; sustainability of results after EU funding ends (maximum 20 points).

EU Funding & Tenders Online Manual. The Online Manual is a user guide that aims to explain to applicants and beneficiaries how EU grants, procurements and prizes work and how to manage them electronically in the Funding & Tenders Portal. The Online Manual is limited to procedural aspects and explaining the functionalities of the IT tools behind the Portal (roles & access rights, proposal submission and evaluation, grant management, amendments, etc).

The second paragraph of the call text under Expected Impact, page 6 should be read as follows:
“When implementing actions under the EaSI strand of the ESF+, beneficiaries should ask attendees after each event organised during the project implementation to participate in a short questionnaire-based EU Survey. The objective of the EU Survey is to collect attendees’ views after each event such as trainings, mutual learning events, awareness-raising events, workshops, seminars, conferences. The questionnaire (composed of 7 questions) is available on Reference Documents (europa.eu) under the ‘templates & forms/project reporting templates’ section. The granting authority will aggregate the results of EU Surveys launched under all the projects financed under the EaSI strand in order to contribute to the monitoring of the EaSI strand of ESF+.”
Invitation to the on-line information session
A second call for proposals for establishing ESF+/EaSI strand National Contact Points in the Member States and third countries is open between 21 April – 29 September 2022 (see ESF-2022-NCP).
