Objectives
This action will support projects proposed by cultural entities - in the case of this Call - orchestras with artists from at least 20 countries - whose aim is to offer training, professionalization and performance opportunities for young high potential artists.
The goals of this action are to:
- enhance the visibility of European cultural diversity and cultural heritage,
- foster the emergence of artistic excellence and the achievement of the highest possible standard of orchestral performance,
- support the activities of organisations and artists who act as promoters and ambassadors of EU cultural values,
- foster participation and access to high-level artistic creation for young and new audiences,
- foster the sector’s capacity to be resilient and prepared to take advantage of the opportunities offered by digital technologies for both professional development of artists and performances’ accessibility.
Themes and priorities (scope)
In line with the above-mentioned objectives, applicants should demonstrate capacity to take into consideration and mainstream the following priority:
- supporting the capacity building and professionalisation of young highly-talented musicians, providing them with high standards career’s development paths through recruitment, training and performance opportunities.
When preparing project proposals, further to the above-mentioned priority applicants should also consider the cross-cutting issues in this document under part 1 “Background”.
The way proposals address the above-mentioned objectives and priority/ies will be assessed under the award criterion “Relevance”. For more details, please check section 9 of this document.
Activities that can be funded (scope)
Proposals should include activities in line with the above-mentioned objectives, themes and priorities of the call.
Over the lifetime of a project, applicants may typically foresee a broad range of activities/deliverables. As a common thread, these activities should involve European young and highly-talented musicians in the field of orchestras.
In this regard, targeted projects should adopt a rigorous, transparent and inclusive approach in the recruitment and training of young highly talented artists who should be nationals of/residents in at least 20 countries participating in the Creative Europe Programme. The broad geographical coverage allowed by the recruitment activities should reflect Europe’s musical and cultural diversity.
Projects should offer to the targeted artists adequate possibilities to perform in particular for new or young audiences by using appropriate means including live performances or digital tools.
The proposed activities should be structured in coherent work packages and be linked to relevant deliverables:
- Project management - this work package should present activities of management, planning, administration, evaluation of the project. These might include meetings, evaluation, coordination and quality control activities, strategies development, preparation of reports, etc. Deliverables of this work package might include agendas or minutes of meetings, set of indicators for assessment of activities and impact, conception/ planning reports and any report and document contributing to the assessment, presentation and analysis of the work package and its activities.
- Artistic and cultural expression - this work package should present an array of creation and performance activities involving young artists. Deliverables of this work package might include European and international co-productions and co-creations, concerts, festivals, performances, rehearsals, showcases of creators and artists, technology-based products (original app, etc.), publications, and any report and document contributing to the assessment, presentation and analysis of the work package and its activities.
- Capacity building - this work package should present activities involving young European talents and aiming at the development of their artistic and, more generally, professional skills. Deliverables of this work package might include artistic residencies, virtual residencies, mentoring programmes, apprenticeship activities, training courses, professional development programmes and any report and document contributing to the assessment, presentation and analysis of the work package and its activities (evaluation of training courses, reports from tutors and musicians, presence lists, etc.)
- Selection - this work package should present activities related to the annual organisation of a rigorous, transparent and inclusive recruitment process of young European highly-talented musicians. The proposed selection process should aim at ensuring that the orchestra will be constantly composed, over the whole project lifespan, of residents in / nationals of at least 20 countries participating in the Creative Europe Programme. Deliverables of this work package might include publication of calls for musicians, document presenting the set of criteria for the selection, strategy for the selection process, auditions, announcement of results of the selection and any report and document contributing to the assessment, presentation and analysis of the work package and its activities.
- Mobility and circulation - this work package should present activities allowing the mobility of European young talents and circulation of works and repertoires. These might include individual or group mobility of musicians, including blended forms of mobility, tours, activities aiming at the circulation of works and repertoires, preparatory activities, etc. Deliverables of this work package might include planning of tours, feedback from participants to mobility activities, strategic documents presenting aims and results of mobility/circulation activities, reports on professional impact of mobility activities and any report and document contributing to the assessment, presentation and analysis of the work package and its activities.
- Audience development - this work package should present activities aiming at the audience development, participation and engagement of the public with particular attention to young audiences. Deliverables of this work package might include programme/agenda/invitation for workshops, (open) rehearsals, community-based activities/events, online and offline activities aiming at the discovery of the orchestral world for audiences and any report and document contributing to the assessment, presentation and analysis of the work package and its activities.
- Communication and dissemination activities - this work package should present activities aiming at ensuring an adequate visibility of the project and a wide dissemination of its results, beyond local, regional and national levels. These activities might include the organisation and implementation of communication/dissemination campaigns, promotion of events and talents, production of communication/dissemination material, etc. Deliverables of this work package might include: advertising materials (brochures, programmes, posters, banners etc), communication, promotion, branding materials (logos, tag lines, mission statements, graphic design specifications etc), press reviews and any report and document contributing to the assessment, presentation and analysis of the work package and its activities.
Each work package proposed by applicants should present at least one deliverable. Additional work packages may also be added.
Activities shall be carried out in complementarity and as much as possible in synergy with the European Commission’s pilot project on mobility (iPortunus), the ‘European Platforms for the promotion of emerging artists’ action and the European Commission’s initiative ‘Music Moves Europe’

Expected impact
This action is expected to support 3 to 5 projects.
By implementing a coherent set of activities, these projects will allow the professionalization of young talented European musicians who should be nationals/residents from at least 20 countries participating in the Programme[1] during the project lifespan. The proposal should allow the involvement of these young professionals in high standard orchestral performances, professionalisation and training opportunities.
Working at the threshold between traditional and innovative formats, between artistic excellence and social engagement, Pan-European Cultural Entities will foster new and young audiences’ participation and access to cultural life, allowing a direct experience of orchestral music.
The excellence of their artistic proposals, the richness and diverse geographical origins of the involved musicians, the attachment to European musical heritage and the capacity to engage in major public events at different levels: these features should all contribute to develop and consolidate Pan-European cultural entities’ role as promoters and ambassadors of the European Union’s values.
