Description

Objective:

The general objective is to modernise transport infrastructure on the Core and Comprehensive Networks of the TEN-T.

Scope:

In accordance with Article 9(2)(b)(vi) of the CEF Regulation, studies relating to projects aiming at seamless connections between long distance transport modes will be supported.

The projects (studies only):

  • are located in an urban node of the Core Network in line with Annex II part 1 of the Regulation (EU) No 1315/2013;
  • are part, with a specific indication of the location of the project, of a Sustainable Urban Mobility Plan established in accordance with the 2019 Guidelines for Developing and Implementing a Sustainable Urban Mobility Plan[1] or of an equivalent plan;
  • improve accessibility for all users, especially for passengers with disabilities or reduced mobility;
  • allow for seamless connection between and with available long-distance transport modes (land connections to/between railway stations and/or airports and/or ports)[2]. However, projects including rail connections must be submitted under the topics concerning projects on the Core and Comprehensive Networks (General and Cohesion envelopes) (call ID’s: CEF-T-2023-COREGEN, CEF-T-2023-CORECOEN, CEF-T-2023-COMPGEN and CEF-T-2023-COMPCOEN). Connections with other type of public transport infrastructure will only be supported where rail connections do not exist and are not planned;
  • may include safe connection with cycle infrastructure, allow safe connections with shared mobility solutions, as part of a wider project;
  • may address infrastructure for access to public transport and transfers between transport modes within an existing of future planned multimodal passenger hub, including cycle and car sharing parking facilities, as part of a wider project.

Buildings in hubs can be funded only for their components relating to transport operations, such as to commuting of the passengers between different transport modes.

Dear Applicants,

The CEF Transport calls for proposals closed as planned on 30 January 2024 at 17:00. The SUSTMOBGEN call received 16 applications requesting almost EUR 100 million co-funding from the Connecting Europe Facility. Including all nine calls together, there is an oversubscription of over 3 times the total budget of EUR 7 billion available.

CINEA will check the admissibility and eligibility of the submitted proposals. The evaluation will continue based on the award criteria of the call, with the assistance of external independent experts. The results will be announced in July 2024.
