Description
This call for proposals aims at financing projects contributing to the goals and objectives of the European Green Deal, as well as the Paris Agreement and the 2030 climate and energy targets and the EU's objectives for climate neutrality, in accordance with recitals 5 and 30 of the CEF Regulation and in line with the Multi-annual Work Programme.
It is expected that the financial assistance contributes to the development and the implementation of CB RES projects, leading to cost-effective achievement of renewables target by 2030 in the EU (as referred to in Article 3 of Directive 2018/2001/EC) and to the strategic uptake of renewables technologies. Cross-border RES projects are an integral element of the enabling framework for regional and cross-border cooperation on renewables and facilitate cross border cooperation in the field of energy (as referred to in Article 3 of the CEF Regulation).
Scope:This topic refers to projects for works contributing to the implementation of a CB RES project. Works in the meaning of CEF-Energy include the purchase, supply and deployment of components, systems and services including software, the development, construction and installation activities relating to a CB RES project, the acceptance of installations and the launching of a CB RES project.
Applications related to construction works must comply with the specific conditions laid down in the CEF regulation for this project category. In particular, specific conditions relate to, inter alia, the existence of significant cost savings and/or benefits in terms of system integration, environmental sustainability, security of supply and innovation and commercial non-viability of the envisaged investments.
Please note that only the projects selected for the CB RES list are eligible for support through EU financial aid in the form of grants in this call.
Projects for works may relate to any eligible technologies, components, investments of the CB RES project, in line with Article 3 of Delegated Regulation 2022/342. In particular, as per Article 3(f) of that Delegated Regulation, any technologies, components or investment that form an integral part of the project, (including in the timeline of implementation of the CB-RES project), effectively enable the integration and are ancillary to the renewable generation facility of the CB-RES project can also be eligible. Priority will be given to proposals with proportionally high RES generation component.

The delegated regulation containing the list of the CB RES projects will enter into force on the third day following that of its publication in the Official Journal of the European Union. An updated call text will be issued as soon as the delegated regulation is published.
